Faulty power source
Who do I contact to make a claim for financial losses due to a power outage caused by a faulty power source as assessed by CPS techs. I lost several hundred dollars worth of food and am having to replace a fridge because the stench of rotted food cannot be cleaned.

Software/Hardware used:
Power outage, large amount of food loss.

You contact your insurance agent. Otherwise it might depend on your country/region, but you probably won't have anyone to contact. That's perhaps the best answer from here since the question doesn't seem to have much to do with this forum.

I agree with Raven. Depending on what country and where you live, your home owners insurance may cover it.  That may also be if the power failure was for a large area effecting many households. If it was a single home, then it may not be covered unfortunately. You can always try the power company forum or customer service to see what your options are.

You can contact with power management agent of your country. If you have actual evidence of this loss, they might consider your matter. However, this depends on country to country. Also you can ask the insurance agent (if your items are insured), but they also ask for solid evidence.
