I recently installed Windows 10 with all the necessary updates. But now I'm not seeing my external hard drive or USB. It's showing up in Device Manager / Control Panel but not in the File Explorer. What can I do?

Thanks. We'll let you know when a new response is added.

Is the external hdd brand new/ old one? Right click on Computer and open manage, and on right side, on disk management try to locate your external hdd. If it shows there and if you have important files/ folders are there, then try to recover them with a 3rd party tool. And if there is no data, that is fully empty, you can format it to bring it again in working condition. Or if possible, you can attach the external hdd with another laptop/ PC and see if that works.
