These are two entirely different files.  One is an executable, .exe, that is used to start a program, while a .jpeg, is a picture file.  The two are not interchangeable.

    Unless the files have the wrong extension, no. An .EXE is a program and a .JPEG is an image. These are two entirely different file formats. You can create a file and give in any extension but there is a reason we have standards. When you go to use a file your OS will set a default program to be used to open the file correctly.

    Sometimes, it is not possible to change from one format to another format for their formation / file types. You can convert to the similar but different file types.
