Most ISP’s have SLA’s to meet. Look for these in the small print of your contract – They state clearly the level of service they should provide although most cover their backsides with some VERY small print so read carefully. As for you monitoring their service, I’m not sure about that but here is some links on GSM monitoring software.
It sounds more like Daniel is asking if he can overcome the limitations of his ISP with software – THIS IS NOT GOING TO HAPPEN. Or if you are a ISP there is no magic fix all you need to improve signal quality and strength – end of story!
