    Some times it is not possible to convert from one format to another due to its file format structure/integrity. You can try to open it by Open With on Notepad and check if it helps.     Without knowing what the .ENC file contains, there's no way to know if a useful conversion to a .TXT file is possible. A .ENC file normally wouldn't be "converted" to any other kind of file; rather it would be 'decoded'.

    Most often, a .ENC file is the result of an 'encoding' operation. And usually the original file would be a binary file and not a text file. The purpose of encoding would be to put it into a 'text' form for safer handling. It's essentially never a readable format, but merely one that contains no binary character strings that might cause problems during transport.

    Decoding such a file returns it to its original binary (non-text) form. If it was originally text, there'd be no point to encoding it -- assuming it's a standard encoding such as UUEncode.

    But if it's not a standard encoding, then we'd need to know first what that encoding is. Without knowing that, we don't know what the proper decoding would be.

    You need to ask the originator of the file.

    Usually they will only open with the application that created them. Do you know what this file is supposed to be? Some file cannot be converted to text depending on their contents. IF you need it in a TXT format ask the sender for it.
