Enabling Proxy setting in Windows XP

My users access the internet through 2 proxy servers. I need to move all users to one proxy, however, the GPO settings have grayed out the proxy setting area not allowing for me to set the new I.P address and port number. Can you advise me what to use to remove/ release the gray area?

We are using Windows server 2003

    Solution is not a matter. But main thing is that why it is disabled. Either you don't have admin rights / virus related problems. First check the both.

    I don't have a suggestion to solve it, but as a side note, you should try to push your employer to use newer OSes. Both, Windows Server 2003 and Windows XP are too old and mostly unsupported at this point.
