How to enable IIS on Windows 10

I had IIS enabled on my Windows 10 machine. But now I just keep getting this odd message: You need to reboot your PC to finish installing the requested changes. I've already rebooted it about 10 times and it keeps appearing. The checkbox is clicked for it to be enabled. What should I do?

    Probably a previous restart of earlier program installation is pending or system is not up to date. Try update Windows 10 first, then start the installation process again. You can try to run troubleshooter to check if that helps.

    Another possibility is the user privileges could be causing problems. IS this be done under the admin account or another account?
