Emails wont deliver on Microsoft Outlook 2007

I have set up a POP3 email on Microsoft Outlook 2007. I have tested the details and they are correct. I can receive internal/ external emails and send internal emails but I cant send external emails. They are showing in my sent items as sent but are not delivered to numerous external email addresses? Any ideas?

Check and apply the following setting/changes on Outlook 2007:

Click Tools menu -> Account Settings.
Select your email account and click Change.
Now change the following setting:
* incoming mail server: Change your current settings to pop.att.yahoo.com
* Outgoing mail server (SMTP): Change your current settings to smtp.att.yahoo.com
* User Name: Enter your complete email address entered here.

Now click More Settings, and select Outgoing Server tab.
Again change the following setting:
* Select My outgoing server (SMTP) requires authentication.
* Select Use same settings as my incoming mail server.

Click Advance and change the following setting:
* Select This server requires an encrypted connection (SSL) under Incoming server (POP3).
* Select SSL from the Use the following type of encrypted connection dropdown menu under Outgoing server (SMTP).
* Incoming server (POP3): Change your current settings to 995.
* Outgoing server (SMTP): Change your current settings to 465.

Click Ok -> Next -> Finish.
