Emails keep going into junk folder in Microsoft Outlook

From my organization's new email account, I recently tried to email my wife using Exchange. But when she replied, the email went into the 'Junk email' folder. So I went ahead and tried some things including:
  • Added her to the "Safe Senders" list
  • She's now an Outlook contact
  • Added her domain to the "Safe Senders" list
But her emails still keep going into the junk folder. Any suggestions?

Possibly, these email service providers(where you’re trying to send email eg. hotmail, gmail, yahoomail..etc..) are
blacklisted in your Exchange Server. To ensure that, you need to verify
these providers pass SPAM filter test on your Exchange server. Just
check below reference to verify the email providers as white listed, and
the solution to fix that issue.
