Do email forwarding rules work when Microsoft Outlook is not running?

When I'm not running Microsoft Outlook, do my email forwarding rules still work? Or does that just pertain to when it is running. I'm running it on Exchange server. Thank you for all your future responses.

Exchange rules are on the server, not on your PC, phone or any other device you’re using to access your email so they should still work when your Outlook session is closed.

    What ToddN2000 said. You could have local rules in Outlook as well. Do you have any more details? Perhaps you can contact your system administrator?
