Dual monitors flicker in Windows 10

I have dual monitors, both 60hz and both have been working fine for the last 2 years, recently for no reason that I can find, the bottom of my screen (where the task bar is by default) flickers / jitters up and down, however the flickering stops if i put a window over it and hold down the left mouse button on the window outline, it calms down when i stop moving my mouse, it also doesn't seem to be linked to the task bar as if i move  it to the top or side of the screen it stays on the bottom. Any help would be appreciated.

Software/Hardware used:
Windows 10, samsung monitor and benq moniter

    For past two years you are using as you mentioned while Windows 10 is the OS. Have you updated the OS recently? Or change any settings from control panel? Is that happens in Safe mode of Windows 10? Please provide more details.
