Does SQL Server Data Tools work with SQL Server 2008 (SSIS)?

I'm trying to figure out if I can use SQL Server Data Tools (that comes with SQL Server 2012) to create SSIS packages for SQL Server 2008. Basically, I just want to use SSDT to create / maintain SSIS on both 2008/2012. Thanks!
