    You delete a .DLL the same ways that you delete any file, e.g., right click and select 'Delete'. And like any file, the system can protect it if the file is currently in use. If it's in use, you shouldn't be deleting them. If it's not in use, you need to be certain that it won't be needed later by some important program.
