Windows 10
My laptop is running the latest version of Windows 10 and it's been running great. But all of a sudden, but then I looked at Task Manager and the disk usage is at 99% all of the time. It looks like the Windows Update is the main culprit but it's only using 1.5 MB/s. Any ideas on what else is causing the high usage rate?

As you mentioned windows update, check either there is any pending update/not fully completed. Next open msconfig and check what startup programs are running. You can deselect unnecessary startup programs from there. Next click services tab on the same window (msconfig) and select hide all Microsoft services, then you may stop the services that are no longer to use. On search bar type %tmp% and select all files then delete them permanently. One or more files may not be deleted, for using by system/other background programs. Also open add/remove program and delete unnecessary tools/software/programs that are not using currently. Also check for viruses.

I hate that, and I have been trying to find an answer to the same problem as well.

I have been able to reduce the frequency of those events by disabling a lot of features, in some cases using third party tools (like O&O ShutUp), but it still happens from time to time, and I'm just thinking it cannot be fixed.  I think it is just bad OS design by Microsoft.  I really don't like Win 10 because of such things.

You could reduce the impact of the problem by moving the OS to a SSD.  This would probably make the problem not noticeable, but it would only be a mask for the poor OS design.
