I read an article years ago by an IT pro describing a recovery test he/she went through once. The IT group began arriving one morning for work to find the data center locked with a VP in front of the door.

They were told that the data center was off limits that day. They were all to report to the recovery location to see how well their recovery procedures worked. A "disaster" was to be assumed that destroyed everything behind the locked door, and they needed to get things operational according to their plan.

Always seemed like a very good way to test things out. Just write your plan out accordingly.

The method Raven mentioned is a good safe way to pull off a test without effecting your current day-to-day business. This would cover almost any type of disaster scenario. Just throwing a power switch to simulate a blackout is not really a sufficient test as that may not be a long term disaster that need a full blown recovery like a fire or flood might require.

I see three main testing scenarios in this:
    1. What if backups are not happening properly?
    2. What are the risks of main site going down and how to optimize it?
    3. What are the chances if the secondary or DR site doesn't work?

The whole usecases you need to build with their extent of severity would revolve around these three factors.
