Does anyone know of a best way to disable Windows 10 access to my camera? I tried to disable and uninstall in Device Manager but that didn't work. Well, actually it does work until I have to restart my machine. What else should I do? Thanks so much.

Disabling Win10 camera access effectively means making the camera unusable at all for the laptop. Is that the result that you want? If so, you might simply physically disconnect the camera.

Assuming you are asking for integrated web camera of your laptop which runs on Windows 10. If that is the case, you may try this one, open Device Manager again. On next window, expand Imaging devices to display the camera. It may be shown like, Integrated Camera or USB Camera or something like that. Now right click on the device & choose Disable then click OK to confirm. Now the web camera is disabled & Windows/other applications will not be able to use this device.
