    STRTCP starts TCP/IP for the system (and optionally any 'server' that is configured to start automatically after TCP/IP is running). STRTCPSVR starts individual 'servers' that use TCP/IP to communicate with other systems.

    You might think of TCP/IP as the electricity that can run through your home's wiring. When you close a main breaker, the electricity is available for use by services in your house. Closing the main breaker might be thought of like STRTCP.

    Once electricity is available for inside the house, you might go to a breaker box and close a breaker labeled 'Kitchen'. After that's done, kitchen services can be used. This can be thought of like STRTCPSVR. It only works for the kitchen, and it doesn't allow anything in the kitchen to do anything if the main breaker is still open.

    'Kitchen' services, 'Living room' services and all the others marked in the breaker box all depend on the main house breaker to access the electrical grid. TCP/IP servers (e-mail, database, file server, remote command, etc.) all depend on TCP/IP to gain access to networking services.

    Leaving breakers closed in the breaker box is like configuring TCP/IP servers to auto-start.

    The high-level difference is that starting TCP/IP (STRTCP) is what allows communication to flow in and out of the system, while starting a server (STRTCPSVR) allows one kind of service to make use of TCP/IP.
