Is this a pre-written DFU you are using? If so it may be filtering records. What are you using to verify that the 1st record is actually there, SQL, WRKQRY or a new DFU?

Are they both trying to view the record at the same time?

    a) I don't recall when (if?) IBM provided Row/Column security. If this is available on this system, is it possible that row security is turned on and the one user does not have authority to the 1st record?

    b) Are both looking at the same file in the same library? Or is the second user looking at the file via a logical file w/ omit/select? Multi-member file, are both looking at the same member?

    c) as philp1jb suggested, can't both retrieve the record at the same time, the system will put a lock on the record.

No, they Are'nt both looking at the same file in the same library, and they are'nt both trying to view the record at the same timeone, one user can see first record and another user can't see the first record

You say "they are not looking at the same file in the same library".
How can you compare the results then? Is it just this one file they have a problem with or is this user having issues with multiple files?
Have each of the users switch the files they are accessing and see if they get the same results.

One user can't see first record in file Y, file X and file Z, and another user can see first record in file Y, and file X and file Z

DFU will present the records in keyed order. Don't know if that relates to your issue.

When you start DFU a page down will take you to the first record (based on the key value) .. how are the users getting to the "first" record

Have each user try to access the other persons file and see if they can or cannot see the first record. Are these file supposed to by the same? If so, how are they kept in sync?
