It's not clear what you mean by "hardware and software requirements". You'll need a CPU, some memory to store programming and data, perhaps external storage devices as well as memory, and some sort of human-accessible I/O, e.g., keyboard and printer or display. And you'll need whatever software you'll develop for your project. Hard to guess what you might do for an OS. Up until the past few years, OS/2 was the common ATM OS; but later Windows OSs finally started to replace OS/2 a few years ago.

Since you're creating the ATM environment, actual hardware/software will depend on exactly what you'll be doing. It's up to you. If you need to match some existing ATM environment, you'll probably need to contact the specific ATM vendor for details.

A lot more info would be needed to give you anything close. Are we talking 2 ATM units or 200 units. This changes all the other hardware requirements. You would need to make sure your software can scale to the size of the job. The next thing that comes to mind is support. Who it to maintain the code, what language, security. Sounds like systems analyst project that a university handed out to a colleague.

See, this is not a few lines of reply, major hardware & software involve in this regard and cost is also a matter. Not only that, man power and their solid knowledge is also require. It is better to read some good magazines/ books for the same topic or if possible contact a renowned consultancy which involves to the same.

Is there a specific language that this needs to be done in? This sound like a JAVA class I had years ago. If you can provide more details we might be able to point you in a good direction. At this point the scope is just to large to answer.

Yes, if this query indicates to java language, also it is not so easy, as I have tried to connect a weigh machine port through java two years ago, and there were so many parameters/ knowledge of core java was required. However, the problem was solved by writing some piece of code which interacts the hardware through java language. But that job was not so easy.
