    I take it you are a victim of ransomware. If you Google the Internet on the topic, you will see that, at this time, there is no positive resolution to fixing this issue except, paying off those who infected you. Also, you might want to stay away from whatever site that was that infected you.

    You can use Kaspersky removal / MWAV for this purpose, if affected. For better result run the same in safe mode.

    Not likely. Unless you have the specific key used for the encryption then decryption would take more time than any would want to spend and most have way to little computing power to try every possible key to get the data back. This is another reason I cannot stress how critical backups are. I back my system up after every new application is installed and back up all my personal info whenever pictures or other document are loaded. I back up to 2 external device just in case one fails. Have seen too many people lose precious data.
