If you can’t afford a good readymade solution, clear all your concepts about what are your exact requirements, jot then down, prepare a work flow, design your input and output screens exactly how you want them to look on web, hire a young, energetic, good web application developer with not more than 1.5 years of experience in (but actual experience) in web development only. Hire him for a month full time or part time and get it developed. Have your payment terms very clear like 1 month completion and full payment else no payment till complete finish from his end

Please don’t listen to the above answer. There is no way a “young, energetic, good web application developer with not more than 1.5 years of experience in (but actual experience) in web development” could develop a CRM in a month or even a year.
I am a senior IT architect with over 20years exp, and I have implemented several CRMs in many companies. The one I use for my business is vTiger, and I also use OpenERP, which includes a CRM, but it requires a pilots license.
