I'm currently using Microsoft Excel 2013 and it's not reading my CSV files right. It keeps putting all of the data into the first column. I've set up my settings correctly but it keeps reverting back. What am I doing wrong here?

Are you cutting and pasting the data or opening a sheet then clicking FILE, OPEN and then selecting your .CSV file? I would check your CSV file in another editor and make sure the comma delimiters are there. If they are you could always right clicking the file and select open with and select Excel.

It might be related to the "list separator" that is configured in the operating system regional settings.
