Create a pre-populated email in Outlook

Would there be a way to start Microsoft Outlook and have an email pre-populated from a command line? Specifically, I need the To, Body and attachment all pre-populated. Thanks so much.

Hi,
Open a new mail message:
outlook.exe /c ipm.note
Open a new mail message and populate sender:
outlook.exe /c ipm.note /m someone@microsoft.com
Open a new mail message with attachment:
outlook.exe /c ipm.note /a filename
Combination: outlook.exe /c ipm.note /m someone@microsoft.com&subject=test%20subject&body=test%20body
Note:- The %20 has to be used to produce a blank space.
