    During power outages, most of my land-line phones don't work; but it's because they're powered through house current rather than the phone line. These have built-in answering functions, etc., and can't run on normal phone current. I keep a couple discrete phones just for that reason.

    But this forum really doesn't have much to do with personal phone service. Asking your phone company would get far better answers.

    If your neighbour's phone is working (as you mentioned) check your electric cable/ fuse, which can help you to find out the problems with help of an electrician.

    If the only problem is lack of phone service during power outages, it's extremely unlikely that "electric cable/ fuse" have anything to do with the problem. In those cases, phone service could have trouble even when power service was available.
