    Can you give an explanation what having it as a .PDF would accomplish?

    I can't make sense out of the question. There shouldn't be any meaningful conversion between web archives and .PDFs. If necessary, simply change the extension to .PDF; but it won't have a .PDF file format.

    I suppose you maybe could generate a base64 version of the web archive, then render a printed result as a .PDF???

    For safari, I am not sure, but if you are agree to use FireFox, there is a plug-in known as "Web2Pdf Converter" which can fulfill your job.

    I guess the OP is calling 'web archive' to any file downloaded from the internet.

    If that is the case, do a Google search for 'pdf converter', and use one of those programs to convert the file.
