Best option from Quark is to Export>Layout as PDF or save as EPS
Vector graphics etc. created in Quark are fully editable this way.
If using the pdf option, you may need to set the Output>Print Colors to DeviceN if you are using spot colors. 
I would also use the Text To Box option to convert text to outlines wherever possible. One concern is how this affects your DCS files. 
You may need to re-link everything in the new Illustrator file.

    Quark files are proprietary. It is better to export the file as an EPS from Quark and then import the EPS into Illustrator.

    If you are doing a page layout programs in Quark then import them to InDesign is better choice for page layout situations. In this situation, it is not recommended to convert to Illustrator file. If you are determined to use Illustrator it is better to get InDesign & then import the quark files into InDesign, after that, export to Illustrator from there.
