Convert JPEG photo to PDF

I need to send a copy of my passport for an application for an Indian Visa but it rejects my photo of it as it is a JPEG and only says it will accept it as a PDF. How can I do this?

    By the help of on line conversion web site, you can convert jpg to pdf easily, else if you have a pc/laptop, install libre office/ open office, open the jpg in writer by inserting it, then file menu > export as pdf. Be careful about size & resolution and location while exporting. If you are totally confused, go to any nearby cybercofe/ internet zone & ask then to do what you wanted hopefully they can do that by cost.

    Another option would be if you had a scanner. You could save it in a lot of formats. Glad to hear you found a solution.

    The LibreOffice Writer method through exporting a .PDF is exactly how I'd do it. Works all image formats that I use, and it's free. Only requires connecting to a well trusted site to download and install.
