    First and very important thing, you should take all necessary backups including pictures/videos/personal files like Word, Excel, PowerPoint/any important folder and all. Also note down Your system's configuration like type of graphics card/audio/network Or nic etc which can be found on Device Manager. After that you can move for change. Now for Windows 8/ 8.1 installation, you can use windows 8 upgrade assistant tool (free to use) Or windows 8.1 upgrade assistant tool for this job. And if you are fully confirmed that no data loss during up gradation and properly take all backups, you can go for fresh install.     Why not just upgrade to Windows 10? It take a little getting use to but I see no major issues with it. Besides the fact, according to Microsoft, Windows 8.1 falls under the same lifecycle policy as Windows 8, and will reach end of Mainstream Support on January 9, 2018 That means no more updates to security.

    I have to agree with Subhendu Sen on this. Backup all your data files to somewhere else. Make sure that also make a list of what all the hardware files are so you can easily go out and get the drivers for them. Be aware though that you may lose some hardware as it it will no longer be supported, and may have to be replaced. Windows 8 and Windows 8.1 does a very poor job migrating Apps on your system from Windows 7 to Windows 8 and 8.1 so you may have to reinstall these Apps. Also be aware that you may also encounter some issues that some of the 64 bit processors are not supported and so Win 8 and Win 8.1 will not install even though Win 7 is perfectly happy with the processor.
