Law firms are reluctant to change/upgrade their systems not unlike healthcare organizations are to spend money on security-related HIPAA initiatives. A large part of it is a reluctance to spend money if there’s no perceived value. That’s IT’s fault by not properly conveying the right message and value to those in charge.

Mainly due to the risk and liability of a data breach. With the amount of sensitive data they could risk losing a case if evidence fell into the wrong hands. As well as put client and witness at risk in major cases if their personal info was stolen.

There are several reasons behind. Most of the lawyers think/believe that their own practice is better equipped than others to confront technology challenges. They have always not a clear idea about what it means to adopt new technology like cloud. Also law firms' transactions are not a typical commercial term or their transactions are not equally as business type. Basically by nature Law is a profession, while it does not mean a Trading also.
