What do you mean by a clean boot? Do you suspect a virus or malware? You could always boot in safe mode or even DOS.

    Power off the system, and turn it back on. Other than that, you'll need to describe your meaning of "clean boot".

    Assuming clean boot meant you want to change some configurations in msconfig/ services.msc as you mentioned. Before doing that, please take all necessary backups for files/ folders to another media like flash drive/ cd/dvd for safety purpose and then go for that.
