Do you have a mix of analog and VOIP phones in the environment?
I know I had some weird VM light problems when the wrong “switch” type was selected on the voicemail server for that phone (we were using Unity messaging). As soon as I switched it from the “analog” switch on the VM server to the voip “switch”, it fixed the problem with the light.
Don’t know if this will help or not but that’s the problem I ran into.
