Change Bullet and Numbering Format Default in Outlook 2007

I am trying to change the default for bullet lists and number lists in Outlook 2007.
  1. I open an email and hit the "Bullets" button on the task bar.
  2. I click on the "Multilevel list" button on the task bar and choose "Define new Multilevel list".
  3. I click the more button and change Aligned at: from 0.63cm to 0cm, I change Text indent at: from 1.27 cm to 0.5 cm, I click the "Set for All Levels..." button and then change Additional indent for each level: from 1.9cm to 0.5cm.
  4. Click OK.
 The problem is that when I close out and open a new email and click on the bullets button I goes back to the indentations from before. I can't get the changes to become the default.
