Can’t connect right from link

Hi, I've had WinXP2 for a few years and suddenly when I choose to click on a link taking me to a different page I get a dialog box which reads "Work Offline or Try Again". When I click in Try Again I'm immediately connected. Does anyone know how I can eliminate the dialog box and wheb I click a link I'm connected? Thank you for your time and attention to this matter. Within Internet Explorer click on Tools then Internet Options. Then click on the Connections tab and select the Never dial a connection option.
