Cannot open any application on Mac OS X

Please help! For some reason, I can't open any application on my Mac at all. It doesn't matter if I'm in Safe Mode or in Normal Mode. Here's the error message I'm getting: You can't open the application "Disk Utility" because it may be damaged or incomplete. I'm not sure what do to here.

You may need to go into recovery mode and repair the drive

To boot into the Recovery Mode, reboot your Mac and hold down the Command + R keys until the Apple logo appears. Once in the recovery console go into Disk Utility, select the primary hard drive of your computer and click on Repair Disk or First Aid, depending on your version of macOS/OS X.

    Before doing anything, please take all necessary backup and keep this backup in a safe place.

    In Mac OS, click the Finder icon & go to the top menu bar. Click on Window > Go to Folder, then type as /var/folder. Inside this folder there are several subfolders. Now need to drag all the subfolders to the Trash. It may ask for administrator login/credentials. Next restart the system may be helpful.

    Sometimes the var/folder might be as /private/var/folder or something like this.

    Sometimes, disk space problem might be an issue for this problem. Please check if there is enough free space on the system. Though you mentioned, that you tried in Safe mode, however, once more you can follow the proper steps, which is here: https://support.apple.com/en-us/HT201262
