Several issues might there. Have you checked the internet plan/tariff with the same vendor? Or have you updated mobile OS/any software? Is the APN (access point name) settings are correct as it was erstwhile. Have you deleted (by mistaken) any app/program that can help to run internet on your mobile? Check all possibilities as mentioned and make sure they are all OK. Else please come back with proper error with details.

Are you referring to connecting to local Wi-Fi hotspots or just in general no web access at all? If this is a new phone i'd ask your cell phone provider how to set IP up for access.

I did not add IP due to I would never use it nor do I want it on my cell phone. I only use my cell for calling long distance relatives, friends and local calls.  It is my preference to not have it.  So, it comes down to this ...can you not just email me an attachment of my Care Plan from Dr Mann ?  mobile notice was https://careNotify.com/?c=aCm7 .

We can not do on behalf of you that what did you want. If you use your mobile only for call/SMS so assuming this mobile is not a smart phone, rather it is a featured/basic phone. If you don't want internet, so what is problem there. Sorry, still now this is not cleared what actually you want right now.

If that is the case and you just want that document, I may have a solution. Depending on where you are located, here in the US most public libraries have computers you can use for checking emails and printing page for for research and other things. You may want to check that out.
