Can we use pen drive or an external HDD (both USB) as an operating system?

My IDE internal HDD is in its last stage and may die anytime. I want to use an external HDD as my operating system so that I can carry the device anywhere and login normally and use it. Is this possible?

    Yes, it's possible to make USB drive as boot-able media for your PC. But you need to follow certain step to make the device as booting device

    I normally use RUFUS tool to create boot-able pen drive.
