There is a short answer for “out of the box” Oracle default behavior and the view names where the SQL query history is accessible (for a limited time):

The $ORACLE_HOME/rdbms/admin directory has an ASH report for top sql that you could copy and then modify.  I usually join with sys.user$ to query by a user name.

    Is this a part of your education. However, if you asked for user names with their creation date, you can use all_users or dba_users, though the both are depending on what user information you wish to retrieve.
