I plug my iPhone into the USB port to charge during work. I own the phone, work owns the computer. Are they able to view and monitor my activity on my personal phone while charging on the laptop? (Email, Internet, text, etc)?

If you are using their network for internet access, yes.

As far as I know if you are just charging via the USB, no. Who knows for sure if there in a exploit out there. I have read articles if you have your phone laying down on your desk there are apps you can run that can pick up keystrokes.

The big question is why are you worried about it?
    Something illegal on it?
Doing things during work hours that you should not?

No not possible. Without proper access/ permission it is not possible. But possible if they use any illegal trick.

Just like in the DOD, if you plug anything into the computer, it now belongs to them. You need to check with your IT security to see if it is permitted because they can easily say that you are trying to infect their network by plugging your phone into their computer/network.

Dig around and see what their policy is. Ask management about it. That's a very legitimate question/concern...and an exploit that has been around for years. Unless your phone is in charge only mode, there's a chance that they could see anything and everything on the device not unlike what these public charging stations can do. I agree. You better ask if you are allowed to do it.

They could think you are copying/stealing information from the machine to the mobile phone.

It is not likely that they will monitor or access your device unless you work for the government or some special organization, but that doesn't mean it is impossible to do it.

If you are really that worried, just charge it by plugging into a wall outlet. Problem solved.
