The only way in which to accomplish this is to try a different VPN site, as your ISP has figured out the current one that is being used and what it is for.
You also have to consider this, if you are using a TOR site, that, the VPN in which you are using, that some of them will also be blocking the TOR sites. So, you will have to play around with each connection to find one that will allow access to the TOR site, as the VPN is connecting to legit ISPs.
One last thought, since you are using a VPN to connect to a TOR site, you obviously do not want your IP address tracked. Have you also thought masking your MAC address? I ask because there are no two MAC addresses the same in the world. There are programs out there that will change your MAC address for a temporarly period while you are connected. So, if you are not doing this, you need to look into it.
