I sent my brother a email on Gmail. He claims he didn't get it. I looked on the details and it was listed as having been received with his IPO. When he sent back his response that he had not received it, the original email was on top of the page. Is he lying?

Have you send this mail with acknowledgement! Or if there is a message shows like mail sent or there is no failure, that means the mail of course  sent to the recipient.

I looked on the details and it was listed as having been received with his IPO.

You looked in what "details"? "Details" of what? What is "IPO"? The term doesn't seem to have anything to do with sending or receiving e-mail.

When he sent back his response that he had not received it, the original e-mail was on top of the page.

On top of what "page"? What was he 'responding' to?

What exactly was said in the response? If he meant he didn't receive or see it when you thought he should have seen it, it's perfectly possible.

There is no guaranteed time an item will be received, nor is there a guaranteed time it might actually leave your system. Either one could happen hours or even days after you actually take a 'Send' action. Many things can cause delays.

Without seeing every detail from both sides of each related e-mail item, there's no way to guess what might have happened. So "lying" can't be determined.
