What is an "area" in your question? A single work site? A city? A multi-campus company? A national geographic region? Something else?

Are you referring to blocking access to it through your network? Provide additional details and current setup and we will point you in the right direction.

Blocking IP address or website can be done through router/browser. Is there a vendor that provided the connection?

If you have your own DNS Server like bind9 then you can create your own block zone. Also you can block their respective IP ASN.
