    Guessing it is a Desktop, Change the power cable (if possible) of Monitor and restart the computer and observe if normal boot screen comes up, if not, test the same with a running monitor (if possible) and observe the same. If computer boots up normally, then might be the monitor has some display problem and you need to repair this one or replace with new one. If you are comfortable go here to gain more info and help:
