Biometric functionality problem

How do you solve the problem when a window prompts up saying "the Biometric authentication is not functioning properly"? 
You get the choice to choose:
1. → log on without biometric functionality
2. → wait 30 seconds, then prompt me again
I am choosing no. 1 until I can get it fixed, because the problem remains the same if no. 2 is chosen. It's getting on my nerves, because this happens every time I start, restart the computer or awaken it when I choose "sleep", the window HP Client Security Please wait... prompts up first, and then the window about the "biometric functionality".
It will be very much appreciated and grateful if I can be helped with this problem!

    What version of Windows OS is there? Have you updated the system with latest updates, if available? Anything uncommon occurred was there, before that error? Is there any antivirus is installed?

    Please provide more details.

    Windows 7. To my knowledge it updated automatically. 
    The uncommon things were:
    1) it had update problems, and 
    2) sometimes when I saved almost anything, I kept getting the message "disk is almost full, is full or no space". 
    I put it in the hands of, I figured, professionals, paid what was due, as it was working fine. Shortly afterwards it began to give the message "disk almost full, etc" again and via remote TeamViewer, the "Professionals deleted and/or uninstalled what they thought was causing the disk to be full problem. 
    Then I immediately started to get the Biometric Functionality problem, when Laptop was restarted. I told the so called professional about it, they said they would get back to me. It has been a month and 2 weeks now, nothing!
    I don't like problems and didn't want to go to the professionals again and said let me try/see if I can be helped via the Internet.

    what type of bio-metric authentication is it, fingerprint reader, facial recognition? Is this a separate device or  built into a laptop? Some addition info on the hardware would be a help.

    Please do one thing:

    On Search bar type %tmp% and then I opens a folder, just press ALT + A to select all of its files/ folders & then press CTRL+ALT+DEL keys together. It will delete all files/ folders except few. Close it. Now open Add Remove programs & remove unnecessary tools/ software. Be careful when delete.

    One more though, you can check either Windows biometric service is running. On Search bar, type service & click Services. It opens Windows service dialog box. Now check the same. If not running, start the service & try again.

    First of all Subhendu Sen, I want to thank you for helping and bearing with me, thank you very much!!!

    I did what you advised under "Please do one thing:", but did not proceed in deleting all files and the rest advised, as I was thinking probably I might delete something important.

    I did the advised under "One more though..."! The Biometric Service: Status: Blank Status type: Automatic Log on as: Local system! I Clicked the button to Start the service Status became "Started". I then restarted the laptop, but the HP Client Security Window saying Please Wait..., still prompt, when it disappeared, the Window saying "The Biometric authentication service is not functioning properly" appeared. So, it didn't help!

    I can still try the advise under "Please do one thing:", but to be honest (as I am) I'm afraid. You said: "press CTRL+ALT+DEL keys together, remarking that it will delete all files/folders, except few"! 

    Question no. 1.: If it will delete all file/folders, except few, what/which "few" do you mean?

    Furthermore you said: "Now open Add Remove programs & remove unnecessary tools/software".

    Question no. 2.: Is this to be done via the Add Remove programs & remove unnecessary tools/software  in the Control Panel?

    Your comment "Be careful when delete", made me more scared to do anything that has to do with deleting.
    I was so busy the last 2 days and will be this week, so please have patience with me, as I'm also not a computer savvy
