In Oracle (or whatever SQL product) create a SELECT statement and save this to your local PC as a text file. The select statement output would be “Insert into yourLib/yourFile (Field1, Field2, Field3 …) values (nnn, ‘Character(s)’, ‘Characters’ …). What you are trying to do is read the table and output the Insert Into statement that will be used on the IBM i.
For all character fields you will have to scan and replace the ‘ with \’ field.
Using Rational Developer for I (RDi) import your save file by doing a copy/paste from the local text file. Run on the IBM i. You could use Operations Navigator to run the SQL statement as well.
Start with small file(s)/table(s) and progress to bigger files.
You may want to look at XML to export the data and import the data as an option if Oracle gives you this option.
