    There is only rarely a "best".

    It depends on how your requirements match up with the characteristics of the product.

    You could review high-quality professional software that is optimized for specific hardware platforms, while noting the matching cost. For some users, those will be "best".

    But "best" means different things to different users.

    Which OS are you using now! softawares depend on the same. Also if you are asking for free/ open source, there are lots, but if you want to grab it by cost, photoshop/ wondershare video editor & so on. However, it depends on your demands & nature of works.

    GIMP is best for me. Not quite as easy as PS nor as full-featured. OTOH, it's free and was part of the default OS install. I've never needed anything that PS does and GIMP doesn't. But I'd consider GIMP to be an "image editor" more than a "photo editor". If I needed a personal "photo editor", I'd almost certainly go for digiKam before PS.

    But all of that is just part of the point that "best" has no meaning without some background for judging.

    As others have pointed out, it depends.

    It depends on your skill level, the kind of edition you want to make, the operating system you use, you personal preferences, etc, etc.

    I use GIMP myself. Mainly because I could not afford Photoshop. Today, you can get Photoshop for a monthly subscription. I still do not want to pay for something I might use once or twice a month. Gimp is free and with a little practice you will find you can do almost the same things as the expensive programs.
