If you ordered and kept the upgrade media and license key info for the upgrades, then there is no cost. If you didn't get it all during the years it was available, then you can't do it.
Technically, there might be a very, very slim chance that you could pay IBM enough money to get some upgrade media and license keys. However, it's almost guaranteed that it would be cheaper simply to buy a current system, probably from a reseller of used equipment.

What are the systems being used for? Forty nine systems at this level. I believe you need to contact a IBM Business Partner and see if you could consolidate the systems into several newer servers. I would think the hardware is on the brink of failing.
Definitely call a IBM business Partner on possibly consolidating your systems. With the newer technology and more importantly the less units running the lower your maintenance and operating costs will be. How old are theses systems? As mentioned they may be close to periodic hardware issues in the near future.
