I don’t know hawk eye, but Turnover is a change management system. It’s normally used to manage implementations of software between different machines (i.e. development, test, acceptance and production machines).
Typically software changes are “bundled” into small changes and distributed using Turnover to the various machines as a “form”.

Also, TurnOver or other Change Management software on the AS/400 like Aldon or MKS Implementer can also be used on a single system between the test libraries and the production libraries to promote changes. It does not have to be only between machines.

I guess you could just replace machines with “environments” which may or may not be on the same machine.
