AS/400 print files stuck at RDY

I am managing, but very unfamiliar with AS/400. I have a user who does not receive the printouts for her job. It looks as though the printouts are all stuck in RDY status on the Output Queue. If I look at our printers, there is a printer of the same name as the Output Queue. That printer is in END status, and stays in END status when STRRMTWTR is issued. If I view all Writers rather than Printers, I do not see a writer that matches the Output Queue name. I am unsure of how to create one, if that might be what is needed. Any help would be appreciated!

    Check WRKOUTQD of the output queue to see a description of the QUEUE. Next you could check to see if a Device description exists for the Output Queue WRKDEVD + F4.
    The cause is that no writer is servicing the output queue.

    Is it possible that this printer attached to her computer that was setup using client access? If so then the printer needs to be started with the client access session in order to be recognized and then the output for that OUTQ should print
