Assuming you are in a learning process. Data Description Specifications/DDS helps to describe files at the field level. In this concept, each record format in an externally described file that is identified by a unique record format name. But in practical scenario, DDL is more useful than DDS. You can link here for more help: https://www.ibm.com/support/knowledgecenter/en/ssw_i5_54/dds/crtdds.htm

To build on the previous answer. DDS specs are used to define data files (both physical and logical), display screens, and printer files.  These are determined by the type.  Some DDS specs are not allowed in some file types, others may be allowed but ignored.

It is better to read your study materials and gather solid knowledge for your future references. Without reading books there is no shortcut. However providing here a link: http://ibmsystemsmag.com/ibmi/developer/modernization/a-debate--dds-vs--ddl/
