A floating blue box appears that displays changing iconic images. A large T in a blue box, a running person, an E like the internet explorer icon. And the letters DCR in a blue and white box. It ends with a check. And then appears again at random intervals. The cursor goes under it. I have also noticed a person icon has appeared in google chrome that asks me to access my settings to put them on all my devices. I cannot close it. Does anyone know what is causing this?

For a while close your internet connections restart your desktop and check If that happens again without internet connections. If it does not appear, then check all of your installed applications, (assuming this is windows OS) and uninstalled all unnecessary applications including all browser plugins. If it is happened only on chrome browser, uninstall it and use Firefox/IE.

Sounds very strange. Try booting your system in safe mode and run a complete virus scan to see if it finds anything. If it does like you say, I would do what Subhendu said and try and see if you still have the same thing happen with no internet connection. What version of Windows are you running or is this a Linux machine?

Yes, virus can be a cause for the same. Reboot the system in safe more without network, and try to scan/clean the system with a good antivirus like MWAV (free and instant use, no need to install). Run full system scan with all drives. It will take time but also you will sure that this is not happened due to virus activity. If possible, try to login with another use credentials and check of the same happens again.

Sounds like you have a malware infection. Can you post a link to a screenshot showing this?
